Compensation Philosophy:
The Macon Water Authority (MWA) compensation philosophy states that the starting salary for each pay grade will be competitive and fair based on the minimum requirements of each position. For candidates with a combination of knowledge, skills, and experience above the minimum requirements, MWA has the ability to offer a starting salary between the minimum and mid-point, with a possibility of a salary closer to the mid-point.
Job Summary:
Perform administrative and professional work in the formulation of policies for and direct the activities of the Accounting/Finance Department, including Accounting, Purchasing, Accounts Payable, and Warehouse. Supervision is exercised over professional, clerical support personnel and warehouse staff. Oversee the development and implementation of controls to assure adherence to budgeting limitations. Prepare budgets for the Authority and review the funding levels for recommendation to the Authority for adoption with the Executive Director. Responsible for managing and supervising the Warehouse staff to ensure that the Warehouse duties are performed accurately, timely, and under Macon Water Authority policies.

Responsibilities:
Finance
Responsible for the day-to-day forecasting of cash needs for the Authority.
Responsible for investing any excess daily balances. Responsible for long-term investing for excess funds, debt service funds, and debt service reserve funds. Familiarity with legal statutes regarding public funds.
Ensure compliance with bond covenants on an ongoing basis.
Provide information to outside financing agencies with particular attention to meeting SEC Rule 15c2-12.
Basic familiarity with arbitrage and rebate calculations.
Work with outside financial advisors and attorneys to coordinate any new bond offerings.
Administer and ensure compliance for federal and state grants and loan programs, including FEMA, GEMA, EPA, EPD, DCA, and GEFA.
Experienced in preparing draw requests under established programs and developing reports for new programs.
Responsible for coordinating with the outside auditors and the Accounting Manager the preparation of the Comprehensive Annual Financial Report.
Responsible for writing Management’s Discussion and Analysis and the Transmittal Letter.
Warehouse
Warehouse duties include mainly the storage, handling, and movement of inventory and the processing of all related transactions. Warehouse transactions include:
Receiving and put-away of materials from suppliers
Picking, kitting, staging, delivering, and issuing requested materials to users
Cycle counts and inventory adjustments
Returns to stock
Returns to vendors
Also responsible for ensuring that the Warehouse is properly staffed to meet the needs of its customers and that Warehouse personnel has the necessary training and skills to perform all of the required duties. CFO must ensure that item inventory levels – i.e., Min and Max – are set at optimum levels.
Qualifications:
Bachelor’s Degree with a concentration in accounting. Master’s Degree or CPA preferred.
Ten years of direct financial management experience in a comparable setting. Utility experience preferred.
Computer literate, especially in spreadsheet programs.
Excellent communication skills, both orally and in writing.
A valid Georgia driver’s license with a clean driving record.
Physical Requirements:
Occasional bending, stooping, crouching, climbing, or balancing
Ability to lift to waist level, pull, and push up to 40 pounds.
Use hands for simple grasping, writing, drawing, and operating office equipment.
