Compensation Philosophy:
The Macon Water Authority (MWA) compensation philosophy states that the starting salary for each pay grade will be competitive and fair based on the minimum requirements of each position. For candidates with a combination of knowledge, skills, and experience above the minimum requirements, MWA has the ability to offer a starting salary between the minimum and mid-point, with a possibility of a salary closer to the mid-point.
Job Summary:
The Human Resources (HR) Generalist works with the HR Team to support all facets of
human resources for MWA, including the administration of Human Resources policies,
procedures, and programs. The responsibilities will be carried out over the department’s
functional areas including but not limited to Benefits Administration, Compensation
Administration (Payroll and Timekeeping), Departmental Audits and Reporting, Employee Relations, HRIS Management, Leave Administration, Performance Management, Regulatory Compliance, Policy Management, Recruitment and Selection, Training, and Special Projects. Work is performed under the general supervision of the Human Resources Manager.
Responsibilities:
Answer employees’ queries about HR-related issues.
Create regular presentations and reports on HR metrics, such as turnover rates, retention rates, and more.
Update Vacancy Report.
Maintains a spreadsheet tracking applicants.
Provides general administrative support such as preparing correspondence, forms, and reports, arranging meetings, composing regular correspondence, processing confidential reports and documents (electronic and hard copy files), and tracking deadlines.
Exercises individual judgment when dealing with potential or actual issues and brings them to the manager’s attention.
Assist in the communication, interpretation, and upkeep of employee handbook, employee directory, and organizational chart.
Manages the New Hire Orientation process, including adding new hires in HRIS, I-9 verification through E-Verify System, and benefits enrollments.
Manages all aspects of payroll administration, including processing payroll for Macon Water Authority and Macon Soils hourly and salaried employees, payroll deductions, reporting, federal and state tax exceptions, and uploading payroll GL files to the accounting system. Maintains and reviews all relevant payroll records, including tax withholdings, retirement deductions, deferred compensation, etc., for accuracy.
Processes garnishments according to local, state, and federal law, including communicating with the attorney, verifying the accuracy of garnishment calculations and deductions.
Manages employee benefits programs, including assisting employees with forms,
researching information, answering questions, resolving problems, updating benefits data in HRIS and benefits portals, and assisting in all facets of the benefits renewal process for employee healthcare and supplemental benefits and annual open enrollment.
Administers retirement programs; prepares pension calculation information for Actuary.
Assists with the Authority’s Employee Wellness Programs by assisting with wellness communications and coordinating wellness events.
Conducts talent acquisition and selection efforts, including posting job openings,
processing applications, maintaining the website and job line, responding to candidates, applicant screening and tracking, testing, scheduling interviews, and conducting background checks.
Assists and completes compensation and benefits studies to ensure MWA remains competitive with our compensation, benefits, and employee rewards programs.
Manages all aspects of employee leave administration, including FMLA, military leave, and short-term and long-term disability.
Completes day-to-day administration of human resources programs, including completing all the necessary paperwork to enroll, terminate, and maintain employee records; performs exit interviews.
Reviews and audits monthly benefits reconciliations for insurance bills; processes payment requests.
Prepares payment requests for various department-related bills, including processing requisitions via Cayenta System.
Handles employee relations counseling, including counseling Managers and Directors on policy inquiries.
Responsible for keeping all current job descriptions up to date and writing new job descriptions for newly created positions and roles.
Monitors performance evaluation program and revises as necessary.
Prepares Training Materials and Presentations for employee educational meetings.
Prepares claims submissions, completes external and internal surveys, and verification of employment.
Responsible for the administration of the employee uniform program.
Performs special projects and other duties as assigned by the Human Resources Manager and Vice President of Human Resources.
Qualifications:
Excellent organizational skills, with an ability to prioritize important projects
Associates degree desired, Bachelor’s degree preferred
Three to five years of experience
PHR/SHRM-CP certification preferred/highly desirable
Knowledge of ADP HR or payroll software
Ability to pay close attention to detail
Knowledge of Employment Rules and Regulations (ADA, EEO, FLSA, FMLA, etc.)
Superior written and oral communications skills required
Ability to collaborate and communicate with all levels of employees and management
Excellent computer skills, including Word, Excel, and PowerPoint
Ability to use proper judgment; Discretion is essential due to the confidential nature of the position.
Valid Georgia Driver’s License with a clean driving record
Physical Requirements:
Occasional bending, stooping, crouching, climbing, or balancing
Ability to lift to waist level, pull, and push up to 40 pounds
Use hands for simple grasping, writing, drawing, and operating office equipment.
