Compensation Philosophy:
The Macon Water Authority (MWA) compensation philosophy states that the starting salary for each pay grade will be competitive and fair based on the minimum requirements of each position. For candidates with a combination of knowledge, skills, and experience above the minimum requirements, MWA has the ability to offer a starting salary between the minimum and mid-point, with a possibility of a salary closer to the mid-point.
Job Summary:
This position is responsible for meeting the daily Geographic Information System (GIS) requirements of MWA. The GIS Analyst gathers end user requirements, compiles reports, performs GIS data analysis, creates/inputs/converts data, and maintains GIS data validity. Leadership on internal technical initiatives is a key role of the GIS Analyst.
This position works closely with all MWA personnel in adherence with the duties of Cityworks administrator. This includes maintenance of the Cityworks database, the Cityworks server, the Cityworks map and all Cityworks Desktop applications.
Essential Duties and Responsibilities:
Job Specific Competencies:
• Knowledge of GIS enterprise product suite.
• Knowledge of spatial and relational database maintenance methods.
• Advanced knowledge of cartographic and graphic design principles and software.
• Advanced Knowledge of geospatial, geoprocessing, and statistical analysis techniques.
• Knowledge of GPS, GPS receivers, and GPS post-processing software.
Representative Duties:
• Performs mid-level professional functions in GIS which include, but not limited to:
o Creates maps to convey information to internal and external customers
o Gathers business process requirements.
o Geospatial analysis and geoprocessing.
o Data editing and validation.
o Maintains GIS data dictionaries and metadata documents for compliance with MWA mapping standards.
•Serves as a business analyst on all GIS projects and assigned IT projects.
oFormulates requirements and gathers documentation.
oSolution design based on end user requirements.
•Leads end user training for GIS endeavors.
oDevelops training materials.
•Assists IT department with other technology-related duties and IT support.
•Produces training documents for classes based on GIS Manager’s direction andleads continuing education of new and existing employees in GIS.
•Oversees and coordinates workload and assignments for GIS Technician I & II.
•Communicates professionally with vendors, contractors, and consultants.
•Performs other duties as assigned.
Qualifications:
•The GIS Analyst should possess an undergraduate degree from an accreditedcollege or university in GIS, Geography, Computer Science, Engineering,Information Technology or related fields, and ten years combined experienceand/or training.
•Experience with Python scripting, customizing forms in ArcPad Studio, geometricnetwork tracing/flow analysis, VB Script, and TSQL.
•Understanding of a RDBMS.
•Knowledge of cartographic principles as used in map creation.
•Knowledge of a variety of software programs essential to MWA functionsincluding the MS Office suite of office productivity programs.
•Ability to communicate professionally in both oral and written forms.
•The GIS Analyst must have a valid Georgia Driver’s License and a clean driving record.
Physical Requirements:
•Occasional bending and stooping.
•Occasional crouching, climbing, or balancing.
•Ability to lift to waist level, pull and push up to 40 pounds.
•Use of hands for simple grasping, writing, drawing, operating office equipment.
